Client Shield System Problem!

Hi I have a problem, I keep getting message that I'll get banned because I'm playing without cliend shield system.
I have tryed to run the autoupdate like 15times and reinstalled everything but nothing works, and allowed it in firewall and stuff. And i try to use the /GM penition system ingame but that didn't work
