Congrats for new forum, vBulletin finally!
The old forum was kind of unsecure.

Every forum platform have a database export, you can save it on hard disk, burn it on cd or usb flash.
And there are migration tools from one platform to another. I am sure that SMF to vBulletin exist.

I doubt local backups would solve the problem, since what DDOS does is blocking any remote connection to the server.
Unless they have the server running locally, remote weekly backups to a secured personal location would be more helpful.
The admin or main dev could, for example, automate the backup process then have it sent to his FTP server, or even do so manually to avoid any security holes.
And as @rostislav mentioned, even a USB would work. No one can hack your USB remotely from your pocket, yet.

Yeah, too bad that after already 1 entire forum database lost (years of posts), Dex lost the forum again, and also login DB... guys, make at least weekly offsite backup of login/forum/whatever. That task can be written by junior dev...

The short answer: we don't have a junior dev

Now seriously you don't want to see the forums database, migrating from smf to vbulletin wasn't the problem. The database was the problem and the contents. Start with different platform and thousands of spams and users or start again
