Question Missing quest npc

I was doing 2nd class transfer Trial of the Scholar quest but can't progress it because of missing npcs Captain Lucas. Quest marker leads to empty spot in dion town. Anyone have some insights where to find it?

Just buy it, it is 300K. I dont think it is worth it to make 2nd class quests.
