Clarity Augument Bug?!?!

Check it plz,

i Took the augument in my weapon:
"Use Skill: Temporarily decreases all skill MP consumption."
But in my active skills i dont have nothing in item skills, and in passive skills soo.
Its a bug? How it works? Plz help me!!!

What level are you?

Are you using potion for grade penalty for that singer? IF yes, then the problem will be solved when you reach lvl 84, if not it's probably a bug.
