Third Tablet of Vision BUGGED

The third Tablet of Vision that is located on the outskirts of Ketra Orc Outpost (Loc : 162808, -76456, -3088 , near the town of Goddard) is bugged. The quest monster needed to advance for the quest Saga of the Storm Screamer (and other classes as well) does not spawn. I get the message "Someone nearby must have the Resonance amulet. But it is too noisy now. Come back when things have quieted down." GMs please fix this !!!!!!!!!!!
