Strike back doesnt work

Strike back skill doesnt work at all. I wonder whats so challenging about it that it only rarely works on servers?

EDIT: According to my research, skill works alright. Only description is wrong. I recommend fixing that.

Research details:

In game description = " reflect close range physical attacks and skill damage"
Pmfun description = "reflect close range attack skill damage"
Lineage 2 legacy site description = "reflect close range attack skill damage"

Well then its either a bad description (cause it does not reflect normal damage), or it isnt working now. No mob that attacked me got any damage at all. And skill description says "any close range damage + close range skill damage" is reflected.
