Premium account and exp runes at the start of the server.

Hello there. I've never played/donated on l2dex before, so what if I buy 1000 ToD right now? And what I need to do for buying premium account+exp runes when the server opens.
For example:
By now I have 1000 ToD on my account, and I cant do anything with this ToD.
When the server opens:
1. How do I transfer ToD to my character for exp runes?
2. How can I buy a premium account?

tod = item that can be used in game .
webtods = items you have in your usercp . can be used for services

by answering your questions:
- you can transfer tods when you create character (at server launch) transfer at your user CP at website
- you can get premium account by getting it from NPC in game (last time it wasnt visible in quest inventory)

make offline shop purschasable by adena , cmon 99.9% players will aprove it instead of donating for offline shop.
This should be optional for free anyway or we can also pay for autoloot

Rune of feather seems to have no effect on the server. It is supposed to make you carry more without penalty right? It seems to have no effect (no decrease in weight/not increasing weight limit)
