Casting Speed

Hello,

I have a lvl 60 Spellsinger with Karmian Set and i only have 268 Casting Speed. I don`t think this is normal since i already talked with another player and he had the same set (except the wep which had acumen +15%Cast speed) and he told me he had over 500 Casting Speed.
I had learned all the skills for my level (all passives). Without the Karmian set my base Casting Speed is 116.
Please let me know if this is normal or give me a reason to keep playing couse i can`t play under these conditions .. i can`t farm properly with that casting speed.

Base casting speed is 193 for a naked elf mystic. With Karmian and spellcasting passive skills you should have around 500 casting speed unbuffed.

I know this is not normal, do you know anyone who could help in this matter ? Or have any clue why this is happening ?
