Valakas respawn

I would like to ask why does Valakas have no random and spawns every time at the same hour ? That way , it always favors some timezones and screws up others . best thing to do is make a +0-5 random window,i mean, people wait 12 hours to get 1 barakiel,i don't think they'll have a problem with random windows .
