[BUG] Cast speed goes up and down during skills ( Spellsinger )

Hi,
I started playing this afternoon with a spellsinger but it looks like my character is glitched.
My skills seem to be casted slowly at times for no reason and, then, suddenly fast again.

Its not bug, its retail feature from ofi servers. We can do here nothing.
