Problems with account

Hi, i'm having problem with loggin in or creating a new account. I can't seem to be able to log into my old account nor create a new one as my emails are still in use. Also i tried to use a new email never used before but the website is glitchy. Something about authorization. Also when i click on "Problems with authorization" click here" i get the message saying "404 NOT FOUND".

What do i do? i just want to create an account and play LOL
