Because they're running around with 3x120 sets, so elemental becomes superfluous. And because there are no dangerous archer parties outside of their clan.

According to the damage most of Condemned take, I guess Condemned runs around with full 3x120 as well along with full vorpal jewels +6 :]

At least some of them have transfer pain. That saves face to some degree.
