Vit + pot 50% exp gives only 33% bonus :>

I wonder how is it possible on PA + potion exp im receiving 3kk exp and when i add vit +potion for exp im getting 4kk only, why 2nd thing is that my cp mate on the same spot the same exp boost getting 7k exp, so 2x more. what is wrong?
