The skill of debuff slow, anchor, sleep, all curses, are giving incorrect target when trying to start a pvp in a world zone (anywhere on the map). The ones that work are those that deal damage.

Why? Please someone tell me about this !!!

you can't start fight with a debuff on a non-flagged target or target that is outside pvp zone. u can if its your war only. l2p.
