You're generalizing. I'll give you an example, last year when I came from Portugal to Netherlands, me and my wife decided to spend the weekend in Paris. When we were inside the city, we were almost rammed like 5 times in 20 minutes. Weren't for my precaution and safe driving we would have hit for sure.
In Amsterdam, Rotterdam, etc, I never had any kind of problems driving. It all depends on the mentality of the persons and how harsh the penalty's are. And just because you respect no rules because there's almost no penalties, doesn't mean that if you live in another country you wouldn't suffer for the same actions.
How fun would it be to receive your paycheck at the end of the month and most of it goes for tickets?
Want another example how harsh they are here? I parked the car once in Delft and got a parking ticket of 80 euros for 1h. My wife, with her work van, was going at 105Km/h in a 100Km/h area, and got 80 euros ticket, next day she did the same and got 160 euros. That's 320 euros gone for nothing. Yet you have to pay cause you broke the rules.
