If it were by me, I'd apply 2 different kinds of "punishment". Rapists/pedophiles/murderers -> either chemically sterilized or lethal injection and all his belongings given to charity.
Thieves and all the lot who pose no threat to people-> rehabilitation. It sounds rough for the first group but I'm pretty sure that there would be a massive decrease in that kind of criminality.
As for grand theft(especially if its done with the nation's money[as in Nastase's case]), a mix of both with a little surprise buttseks in between.
