Can be a dns issue in your case . try set dns to 8.8.8.8
my primary DNS is actualy 8.8.8.8
I also execute "ipconfig /flushdns" but still not effect
At my laptop the instalation of l2 h5 with your luncher is brand new and network where is used is different from my main pc
